I think you should carry bear spray. Someone like a campground host might have one to loan you. The issue with renting is one of liability. If I rent a bear spray to you and you're grizzled and the spray isn't effective, you might accuse me of renting you a partly-discharged canister.

I fly, so each and every time, unless I can arrange to borrow one from a local friend, or someone I know is departing and leaves theirs with me, I put out the $45 or so. When I leave, I donate it to the Grizzly and Wolf Discovery Center, a ranger, a campground host, or a national forest office, whichever comes first, as it were. They always seem glad to have it.

Making noise is not enough; noise-makers like bells aren't terribly effective because they can't be heard more than about 10 feet away in windy conditions, near a stream or river, or around a corner, especially if it's brushy. So you really have to do both.

I invested $5 in a bicycle horn. I think it can be heard pretty far away. I honk it when coming into blind areas, etc.
